Brissieboy, that photo looks like a dust deflector to me. Are you sure it was totally sealed along the roofline?

I think maybe you are correct. I did not get to see it really close, just a brief look as it passed me - the pic is from my dash cam. Does seem a little redundant now that I think about what you responders have said.
