I expect that this accident has occurred as a result of joining 2 snatch straps together using a shackle to lengthen the recovery strap. One of the straps broke and the shackle became a missile. Not confirmed but I can't see another way that a shackle would become a missile.

That's true but the WLL is what is used for safe operation. there is a safety margin incorporated in all the components but the rated WLL stamp on components is what we must go by, not the breaking strain.

Makes you wonder if you would be liable if a strap let go causing damage.

Take a look at the size of an 8 ton rated shackle and you'll agree
Rated shackles also have a specified BS, it just isn't embossed on the shackle as that is not part of the Aust Standards is all.
That is also why the 1 ton rated shackles are acceptable to Authorities to attach safety chains when towing
