My advice is: not to follow my advice.
At last. Your turn TD. The bay is on a walking track on the western side, behind the Portland smelter. You need to go down Thistle Road which is sometimes submerged in winter. I have never been down to the bay because those in charge have blocked access. Also the track along a 10 metre drop has collapsed.

I thought of Crayfish Bay but there is one at Cape Otway Lighthouse as well then, I've dived there a couple of times.
