Almost certainly an overseas "nudge" bar type thingy. Some of the folks from the Middle East and Asia seem to have them. GU's had them here but I've never seen one on a local Y60.

Threedogs meant here in Australia but again, we have a cut down version of the bar your after called a nudge bar, fitted mainly to sedans and smaller 4x4's..
