Its just what they do over time there is an "O" ring and I also think they dip them in vanish to seal.
Look up Diesel smart in the Vendor threads , they do a great change over IC for around half of what others charge.
They are tested to 60psi and have a 5 year warranty, if you decide to change which you'll have to do eventually,
change those hose clamps to constant pressure style, then forget about your IC playing up it cant,
one less thing' Just had a good look at your picture again you might be lucky, behind, that black outlet pipe in an "O" ring between it and the IC ,
go buy another about $7, remove and clean IC inside and out then tape up and pressure test the IC in a bucket. make sure its dry before you re install
