Does that look like an EGR blanking plate?

Bought second hand a few months back. Was having a squizz under the hood and noticed some shiny rough cut stainless on the drivers side EGR pipe flange: ImageUploadedByMotorculture1382836958.078786.jpg
    Thoughts?
I have fitted boost and EGT gauges as well as a 3" exhaust before i saw this. If this is indeed a blanking plate, should I be watching things a bit more carefully?

Hey money. I'd say it is a blanking plate, as it's got some portions of it sticking out. I don't think original gaskets stick out. I'm not near my car to check though.

Is it normal to blank the EGR before the intercooler? Did a bit of re-search, but couldn't turn up a definitive response.

Thanks everyone for your replies. Appreciated!
Its good to know someone has put a little bit of time and effort in to the longevity of this engine before I bought her. Now to fix the squeaky serpentine belt... It's driving me crazy :s
