Accessories are like bonuses. Sure it adds a little value, but now where near what there worth..
Need a bit more info. Guessing its a 4.2 petty. One gas?
And they look like 33's. $4000 for bar work.. he got ripped off.. looks crap imo but personal preference.
If its sub 200 thou on the clock I'd offer $5-6000. Probably $6 if its under or just over. It looks clean on the outside, whats the inside like?
But look closely at gutters under roof rack, around rear windows, around the rear side vents. Also the back door with that big tyre on it.

Far canal! 12k. He is taking the piss.
Now I paid over the odds for mine, last of the 97GQ, EFI and MINT. That was 10k. Probably too much but it was totally unmolested, spent all its life in the road as a cop car and is the perfect base to build off...
That said, I've also saved shed loads on accessories by picking up some crazy bargains during my build up, so the Nett build cost is probably about the same.....

I'd drive anywhere in victoria really, maybe 5 hours or so out? I'm located in Melbourne, Templestowe and looking for something from 4-6k really
And yeah I thought that aswell, The bloke gave me a call tonight and told me there is a tiny bit of slight rust in the back door window seal, and a tiny bit in the gutters but he mentioned only surface rust
