I would go with threedogs on bait...... scrub worms and small bait yabbies.
Although I have a few hundred dollars worth of gear, my favourite outfit at the moment is a Jervis Walker combo with a JW2500 series reel which I purchased from K-mart for $12 on special about a month ago. I am outfishing the boys with it using the above bait and and swapping out with my favourite single blade spinner occasionally.
You don't need to spend a heap in order to catch some serious fish. Scrubbies can be found anywhere damp, under logs or built up debris...
Again, with threedogs on the comfy chair, good hat, sunscreen and a few brews if you are not driving...... Have fun and remember even a small fish on your line counts
