I had a similar issue and it was rectified by fuel injection guys by replacing a part at the back of the injection pump.
Not sure what the part is called but there are six spring loaded valves at the rear of the pump with the fuel lines running to the fuel rail. One of these valves had a sticky spring, replaced the valve and it ran perfect.
