It is & it not but your right no point really it don't change anything unless you intend on spamming & I can get around that too with a little bit of work....lol
dynamic IP's is just a much cheaper way ISP to maintain IP allocation which all that means is they need less allocated IP's to server a biger clientele by sharing there IP's between everyone ie: If your off line your IP goes back into a pool & is reallocated to another client. By doing this they done need as many IP address's hence the cheaper bit.
They done really offer any security benefit what so ever.
