Dont get so hung up on bump stop measurements straight away. Get the springs in, get it to new ride height and then get measurements. Shock mount measurements at ride height are a good start. That'll kinda pave the way for the rest of the setup to fall into place. It's then easily compared with shock collapsed and extended length and desired up/down travel. ( if I am setting up a tourer I would set 50/50 bump droop IMO only), that'll give you an indication of where your bumps need to be. If you really want to get into it, factor in spring block height (#of coils x wire diameter).
Also always have a bit of shock shaft showing at full bump. Mine's about 15mm
