Certainly you can, but you have to remember with any system there's a risk involved (including the system not working when required) and it will be high on homemade systems.
Cost wise around $100 for the controller only, you will need sprinklers and other things.
You may need a Raspberry Pi, as mine is connected to HP Microserver, Internet and powersupply.

Do not rely on anything electrical to help fight a fire as power is the first thing to go out

Oh yeah ofcourse that's exactly what I do, that's the only thing a street car owner does. But when I'm in my patrol I fit in better over here where there isn't as many townie 4wd owners that spend more time buying parts and talking about their cars than driving them. Drives me nuts and I just want to throw mud at them.

Time is never wasted when your wasted all the time
WARNING: Towballs used for recoveries can, and do kill people and damage property.
You can do so many things with Arduino. Most of them even can be operated without main power (i.e. only battery operated).
If you consider something is better than nothing, then in addition to internet connected system, it can be configured as a standalone system where you can plant some sensors around your house to trigger the sprinklers automatically - without your intervention.
In general micro-controllers are very reliable compare to computer systems (Micro processors), but again mine is only a home made system which with limited testing (as only me) I am not sure what other things can possibly go wrong.
So I must reiterate again that you MUST consider the risks involved and mindful of on depending on such systems as a reliable defense mechanism.

I also had a look at setting up something similar. Good idea to use Mineral Insulated Metal Sheathed (MIMS) conductors and gal piping above ground if you wish to keep your fire suppression system operating. It would only benefit you if you had your own power source too as power is usually cut in the event of a fire. You could use the controller to isolate your system from your mains power and start and connect your own power source.

My advice is: not to follow my advice.
