What are you using to soak it with? Inox is way better than WD or CRD. I have some rust converter shite from POR15 here you could try spraying in to try and release the rust...
Crc , trouble is, no way to get the crc to penetrate through enough...

Hit the crap out of it around the sides to try and break it free. It will eventually move I reckon.

got a drum it will fit in ? old engine oil in the drum leave it for a few days.
tried hitting it in? might shake it loose. got a sledge you could borrow

I had the same problem, trouble is what I did has already been suggested for you and not worked. For what its worth, I just kept squirting WD40 and Inox into it. Then heated it with a torch and tapped it side to side until I got some movement. Then I hammered it using a drift (bit of old steel axel) on the ball and nut (ouch) and it came out , albeit a mm at a time. I still had it mounted on the truck which made hammering it out a bit easier.
