If you want to compare the difference between lights on a vehicle, you need a camera capable of manual exposure, ie to be able to lock/control shutter speed, iso, aperture all at once.
Otherwise the less bright lights will cause the camera to give a longer exposure, and the brighter lights a lesser exposure, making them look similar.
