As Benny said it could be blocked so you could take it off completely and blow some air down first.

When you get a chance Doggy can you take a wider shot....lol....Looks like someone has literally chewed that hose off.
It generally goes back into the intake on the suction side of the turbo. Or you can leave it venting to atmosphere. It's your crankcase breather.
