It is the long side of the fitting that you sand and the bottom where the Seat Belt runs over the Fitting

Just had a look , very tight on that piece that swivels, I'll sand it shortly.
can see to how a little build up of muck could compromise the action, Thanks

Personally I would not use a set off a car from the wreckers as you dont know the history, by law they need replacing after a big shunt. Things like this just get some new ones. Any auto parts supplier will be able to help you out.
