Muffler water drain holes

Just putting it out there
but I think that any vehicle
operated in Vic on
a Fire Ban day is required
to have 100% of
the exhaust gases to
exit the system via the
tail pipe.
If you have holes in the
muffler it would be unroadworthy
wouldn't it?

I don't think weep holes are illegal. Many stock muffler designs seem to have it.
