Short answer YES...
I've been a tyre fitter for 19 years, that's a basic repair. Just ask for a radial patch to be bonded to the inside of the tyre

I would of thought any repair in the tread area was ok, as for a spare tyre Im of the belief its only there if one of the other 4 fail.
Ive never brought 5 new tyres and probable never will. I just rotate 4 atm
