the others offer free postage, $17 postage on a small item is rather expensive

I'll answer this. After I package the item well enough for AP post to not break the package with plenty of bubble wrap and cardboard for strength and just the parcel to send it costs $15 (3kg post bag), you can see why. Plus they're not that small.
