Which way is the correct way to hang the dunny paper. Sheet running over the top facing front or from behind?

Neither...

Toilet paper should always hang lengthwise IE along the washing line.

It is so weak when it comes out of the washing machine that it doesn't matter if you hang it front or behind it will tear for sure as soon as you try and peg it out.
