Do you have too many applications open at once on your PC? Try and close everything bar IE and then try again.
Just had a look and cannot find anything out of place BA, could be one for AB..............maybe restart your puter mate
Just tried again after restarting my computer and get the same message???

Strange as I was playing around with my settings around the same time you posted this and I have had no issues getting in to the settings

It works ok for me. I have seen an error like this about 2 years ago.
Hi AB - all good with me - but that error is a resource issue under PHP. I can increase the max resource limit if you like?
