Bugger!!
36 psi is no good. If your pump is new then the next thing would be the regulator. Sometimes you can tell if the regulator is u/s by removing the vacuum line while the engine is running. If fuel comes out, it's bad. Sometimes it can take 5 mins of running before fuel will come out. But this isn't always the case with a bad regulator, it just could be one of the symptoms.
