As it is a 24V car there must be a inverter somewhere because the cigar lighter runs on 12 Volt, strange isnt it? Are there any other fuses apart from the ones under the steering wheel and the big ones behind the battery?

Not sure of what's under the bonnet on a safari, but the fuses you mention behind the battery (relays) - are they the ones that are exposed (I.e. No cover over them?). And if so, do you have a mild steel covering plate (black) just beside the battery with a screw at either end holding it in place? If so, you have more fuses/relays under that cover.
