Gearbox problem

Have brought a second hand 1993 auto patrol wagon. wont shift out of first gear until over 4500 rpm then back off. will then shift all other gears ok both up and down. once i slow down under around 30km the same thing happens.

rewired and tested the TPS. tested ok. wires on plug broken and frayed. Not sure why the middle wire has inner and outer wires. only wired the inner to the plug don't know where the outer goes???

My patrol is in at the smash repairers at the moment but will try and call in there 2morrow and take some pics of mine for you
