PTC heater is only fitted on RB30 Patrols. It's the heating element mounted under the carby.

You don’t need to access the TCU for this mod. Both wires are the 2 that go to the plug for the voltage dropping resistor.
The TCU is behind the passenger side kick panel.

The external part of the swivel housings don't need to be lubricated, any wet lubrication like grease or oil will only trap dust and turn into grinding paste.

Sorry to be a bit slow responding, I've been down in the shed.
My manual shows 2 washers between the rocker and the 2 bolt pedestal, at least one of the washers is a wave washer.
