Yes seen it a fair few times and every time it has been either a high resistance earth on the Headlight plug earths themselves or the loom if aftermarket... so def the first...

Faulty earth on the LH headlight and its getting an earth feed through the dash light?? Also try disconnecting the spotlights and see if the car lights perform properly then.
