The oil is silicone oil. People use it to lube up the belts on walking machines. Memory says it was $20 for 50ml off ebay. 50ml is a good amount. Pour it over and bolt together again.

I'd go one with Japanese bearings. Also, buy some genuine inner axle seals, and use them instead of the ones that come in the kit. They're easy to tap in crooked, and the genuine ones seem better...
