It sounds like the circuit breaker is tripping in and out. It will more then likely be a dead short possibly in the electric window circuit. Has any work be done to vehicle recently? any accessories...

Did they replace the solenoid?
They might have just disconnected both vacuum lines at the solenoid and blowed compressed air through it. This might of dislodged the dirt?

There was a good thread on the other Patrol forum where they removed the blower fan housing and the bottom part of the evaporator box so they could clean it out and replace the seal between the two...

Yes it does. Just like mud and grass caught in front of the radiator. It reduces it's ability to transfer heat.

I don’t think it is missing anything. If you change it from recycle air to fresh air the flap should come down.
