Its for raising or lowering the steering mate. Pull it down and youll be able to lift your wheel up and down then lock it back in when its at the height you want
That releases the Stabaliser(Sway Bar) in the rear of the Patrol to allow for more Flex when Off Road.

one more question. as i havent ever used it how do i activate and deactivate the sway bar and what does the sway bar allow me to do which i couldn't do already

Is it directly under the steering wheel?
GU patrols don't have the manual sway bar release in Australia anyway as far as I know...Only GQ's came out with the release handle.

I'm 99% sure gu's don't have sway bar releases. I think overseas model GR's do but not Aussie gu's.
Throw us up a pic of the lever mate. My money's on the steering wheel adjustment too.
1990 GU?, it could be a GQ.
Is it running duel fuel?
The 1990 GQ was pre fuel injection & the 300a gas mixer (commonly used on this model (TB42s) had a pull cable to raise the gas hat when running on petrol for better air flow & it was most commonly placed at the bottom of the dash right under the steering column. this is usually a silver or black "T" type handle.
iv got the same lever on my 88 gq and i think he means gq. acdc720 you just pull it in to activate and let it out to deactivate it. it just gives you more Wheel Travel (flex) when 4WDing witch is good.
