In Vic the agent and landlord have a 'duty of care' that their tenant doesn't cause this type of crap, it's written into the fine print of the lease. Not sure if it applies in your situation but may be worth checking with the housing authority that controls the lease.
If you enjoy the area and don't want to move may be worth checking out, some small term pain for long term gain. Moving always costs.
No one should have to move because of their neighbours, I'm lucky I live in a court and the neighbours are great.
