There is a joke there somewhere about QLD sunshine and you living with grey sky in the UK, (sorry i used to live in Coventry,West Midlands, could't help myself, lol)
Yes ,a CPL is used, but no Photoshop, i use a wide angle lens (low ISO), a Circular Polariser, plus i add Saturation and a bit of contrast in the camera shoot settings, the water actually looks like Pepsi Max (yes black), this adds even extra depth to the blue reflection from the sky.
Plus it is really Blue ;)
You need a tripod and set camera to a long exposure, then use a torch to light the car, then run over and flick the head lights on etc, a bit of compositon and a nice background helps, of course the full moon aids with lighting.
