Help with part location. I can't remember where it goes nor what it does.

Looking at it again, I'm not so sure, the holes disposition is different.

i still have the tool bag holder under the driver seat should i grab a photo ?

I would also say a battery retainer, but not from your patrol…

This is the only pair of holes with the appropriate distance apart that I could find in the region. Seems ok to hold a bag of tools under the seat as people suggested. The opposite side has no similar holes for the second strap though.

My driver's seat is on the other side but it seems Nissan didn't bother moving the holes to make it more reachable for the driver.

Funny part is that I have two of those rubber holders. Not sure where the other came from.
