Sounds like a custom mount with lots of arsing around to get it sorted.
I saw one mounted across the rear of a roof rack too. Was only the short 48" jack though.

Personally, I'm with ET. Highlift jack.....haven't used one in years.....in fact neither have any of my mates. A complete waste of space....Better off with an exhaust jack as we have actually used one of those a few times.....

That pic is nice and low down, but with my luck, either it would be covered in mud, or somehow become jammed between vehicle and dirt/rock when I wanted to use it.
The more spots on a car you are able to lift with a hilift, the more useful it is. Sure, they're dangerous if you're careless, but so can air bags.
I have my jack on the roof rack with a shovel. Mainly lack of space is the reason.
There is a mount you can get to put a hilift on a spare tyre mount, on a rear bar.
The only other way would be to take it apart, and maybe you could bolt the parts down in different spots.
agree with drewdoyaus take it dack and get an exhaust jack so easy to use in mud and sandand your patrol wont slip offthe bag

I grabbed a cover from MSA years ago, it lives on the tow bar and stays clean. So it works when needed.
