I would`ve dobbed the female in and not just for using her phone, because she pulled a finger. When people do some thing like that, I see it as a guilty sign of them knowing they had done some thing wrong.

oh, and send a copy of my crash cam video of them to the local cop shop.
its ridiculas the amount of ppl that use their phone whilst driving,
I would say nearly every 4th car would have some one talking or texting.
I for the life in me can't see what is so important that a message needs to
be sent right now instead of waiting till they can pull over and text safely.
Even "blue tooth" can be distracting
I will be honest, I use my phone to select a new artist on my phone as the bt controls on the deck are lousy. I try to wait till a light but being out rural that usually isnt the case. I havent workedout the best way to answer a call on my head unit either! Gonna have to cause I agree it can be pretty dangerous to be distracted by your phone
I used to do a lot of driving for work, and spent a lot of this time on the phone (also for work). I have always used hands free (10+ years), as I have always chosen to drive manuals. I used to text while I was driving in the days before touchscreen, because i knew all the keys on my phone without looking at them.
Now i may glance at my phone if i'm stationary for a while (e.g. stopped at lights in a queue of traffic etc) but not while i'm moving.
5 yrs ago I was stopped at lights and was hit at 80Km/h by a P-plater distracted by 'something' - according to police (likely phone or stereo). It was a huge crash and i'm left with a small restriction of movement in my neck, but it could have been a lot worse. She broke her leg, but again, it could have been a lot worse.
So, if i'm on the move, my eyes are on the road .... simples :)
