Interesting read.. it doesn't actually state roof rack mounting is illegal. But just not advised.. aslong as it doesn't impede your vision..Quote:

If I was ever questioned I would direct them straight to the part in brackets, a light bar is there to provide additional lighting in Offroad situations,
