Interesting read.. it doesn't actually state roof rack mounting is illegal. But just not advised.. aslong as it doesn't impede your vision..
And I'm guessing your referring to the work light clause.. I guess you could call the bar a work light connected threw a relay and a 3 way switch (nearly normal practice) and call it a work light..

If I was ever questioned I would direct them straight to the part in brackets, a light bar is there to provide additional lighting in Offroad situations,
