I have Hema for ipad. It is a good app but is not a 'navigator' which talks to you, rather it shows you where you are on a map & captures your route as you drive it. You can put in a route manually before setting off & it will tell you how far left to go, but not when to turn etc. In remote country I would trust it more than most 'navigators' I've seen/used. Does not need a phone signal to work. (Provided the ipad has GPS). For city work a separate navigator is required, but these can be bought for under $100 for stand alone units, or much cheaper as apps.
The Hema Navigator (HN6) which costs a lot more IS a navigator, plus what you get with the app, plus Camps Australia Wide electronic edition.

I have just put memory map on my iphone which is basically the hema app bit without maps.
You can buy licence to the maps you want on their website and can buy it for either a single mobile device or pc, or can buy it for 2 mobile devices and two pcs. I bought just the desert maps for $60 as it covers the area I live in. It also comes with a pretty good 1:250k topo for free.
I have on my PC at home as well which means you can do trip planning on computer at home then transfer any routes or marks across to your phone.
It's free to download and you can get a 10 day trial licence for any of their maps so can check them out before buying to make sure they will be useful for you.
For general city and town navigation just download google maps app, I have found it does a superb job of turn by turn directions. I will likely be getting a bad elf for my wifi iPad and set it up on that with a mount but will see how I go with my phone first.
gonna download a street navigator and an off road one for the iphone - it will work out cheaper for now.. any recommendations?
As above google maps is fine for street, try memory map and just get a 10 day trial of some of the off road maps see of it will work for you. All up it will cost you zero dollars to do this.
