2.8 wast gate not opening

Hi have a 2.8 td have a EGR block and butter fly removed yet it seems that my mec waste gate is staying shut ??? Also has been sooting hard latly with a small puff of white smoak at 100km every now and again witch i know is unburnt diesel had timeing checked all good there and have had spring replaced in injector pump ??? culd it be injector's or boath ? not doing it alot only round 100-120km every now and again ???? any help wuld be grate thank you

This is a bit out of my field but I was just reading on another forum about a guy who had a similar problem with his 2.8td and it ended up being a loose bolt on the crankshaft balancer.

Seeing as this is a common fault with the 2.8s I think it is worth checking.
