Valve on Intake plenum

Hi guys, I've posted about this before but to no avail. Basically shown is a valve that screws onto the thread shown in the picture which is plumbed into the side of the intake. There are two holes on the intake plenum which a mount for this device bolts up to so it is definitely factory. Does anyone know what this valve-looking thing actually is and what its called??? Doing my head in
