If you don't have the user manual to check you can download from the Uniden site.
Not familiar with that particular unit but check the squelch or monitor settings.
Sometimes you can accidently set the level so the Unit thinks the channel is in use and locks you out

I would remove the chip and see if it happens and remove any other mods to get a base line vehicle and see what happens

VSB15 is going through parliament at the moment and it allows for a 50mm increase over OEM to bring it into line with other State based legislation.
Yeah there were only 2 main changes
rear locker
VDS
and a couple of cosmetic ones
chrome ring around the gauges in the instrument cluster
there is no aerial at the front anymore...they moved...
Alternatively run a strip of velcro hook along the bottom edge of the Hema and an alternate strip of Velcro Hoop stuck to the bottom of the Pen holder in front there and it will stand there forever....
