Yes they can be bolted to them it has been done not sure what is needed though

I had trouble removing it some yrs ago.
It didn't want to come off at all.
Took more like 20 washes and scrubbing and still was visible.

Silly question, but you haven't thrown a wheel weight have you? A bumpy road and a loose wheel weight could end like this for sure. Check your wheel balance.
