Far from a mechanic me Nowlzy Mate, but from this little iphony screen looks like you are correct, simple axle oil seal gone.

You would be Mad to paint Over rust. Especially if yoy are paying someone to paint. A decent shop would Never paint over rust. Cut it out and repair everything before paint.

Blue over for me. But I did (and still do) like the early 80s flare paint jobs. Don't see them around any more though.
