Do all the plugs at once. It may sound like a bigger job than doing a single one, but you will find out within months it is the best way to do it, when other plugs start leaking one by one.
Not sure about a diagram for RD28, but I've heard RD28 block is almost the same as RB30.
Assuming that is the case, I can't remember seeing a welch plug at the front of the block near the crank...

Lots of CRC and a prise bar , make sure you loosen all bolts that hold it on , not just the one you can see .
Welcome Eddie , yeah you may get a few , not much room to work in .
Remove two M6 screw and using a longer M6 (must be a 10.9 screws , not a soft ones ) screws to bolt a piece of respectable solid , at least 14 mm thick flat iron with a central M12 screw you can...
Pull the rad the shroud the fan,remove steer and alt belts,remove pump and then reverse.
Piece off piss,very easy...
No the timer cover don't come off or balancer.
