As per posts #13 and $14 this is not usually an issue with a 2" lift. If you are getting the vibration in 2wd then you may need to fit either cross member spacers or adjustable rear upper control...

Have you swapped the shaft around so the thin end is up front and clearing the cross member?? Might be the thick end if the shaft touching the cross member that's giving the vibration? 2" lift...

Sounds like it's stuck open.

I just checked out trademe and they have a few safari PTO winches for sale, it's an alternative option I guess if you don't want to fork out for a new one.
