This link is how to replace a CV it shows how to get the axles out, and that's what you will need to do to get the seals out...

What you looking at is the swivel hub. The "wiper" isn't your problem, your problem is the axle seal, that's what needs replacing. Ill look for a link here with a good pictorial on how to pull apart
