More then likely it's a faulty hazard switch.
The GUs only have one flasher relay. The same one is used for both the hazards and indicators.

You dont have over revving as such, they are a mechanically governed pump. Once the governor takes over it wont rev any more

The clips are cheap from Nissan. If you go to their spare parts section they will show you the exploded diagram of all the clips. It should be a clip and push on. Belt on.
