The problem will be with the interior fan resistor block.
It's mounted next to the interior fan motor.
You will also need to check that the interior fan motor is not seizing up and spins...

Hi Steve,
I guess it's possible for the damper to leak, normally the bushes flog out.
Also have a close look at the alternator pulley, they run a clutch type pulley and are prone to failing.
