The vent is at the back of the center console chest. There should be some temp controls there too. The vents are aimed at the second row passengers feet ;)

The regulations here are not as nazi like as in austrailia. When the tire size is increased yes it has to be inspected but there is no need for a engineering certificate or blue slips etc.
