Intake manifold mystery plate

Re: Intake manifold mystery plate (3.0L CRD)

Can anyone tell me:
1) what this plate is called?
2) what does it do?
3) can I remove it (the little sticky-outy piece inside) without causing some problem?

See pics below, the piece indicated with orange mark

I want to make a new cover plate with a tapping for boost sensor take-off.

And knowledge on this little part much appreciated, I have searched long and hard to find out what it is, without joy.
