GQ 2.8 TD. Air con and brakes trouble shooting tips please.

Hi all, I've just bought a 97 GQ 2.8 TD and trying to get it on the road on a very tight budget. I've had gauges on the AC (not working) and it has good gas, replaced adjustment pully and put new belt on as shot bearing and no belt when purchased. Clutch is engaging and revs go up slightly when AC button on. Any process of elimination I can do to find fault please. Also feels like I have front brakes only, plenty of fluid and pads on rear.
