Nissan Pto issue

I had Brunswick diesel mount a Nissan Pto gearbox on the side of the td42 box. Unfortunately they mounted it upside down, as it was going to foul on the exhaust. Anyway, that aside, the output shaft only spins at the same rpm, regardless of the gear selected. I am wondering what is going on - any ideas? I am trying to configure a hydraulic pump on the Pto to power the front winch.

I know nothing about Pto's, so I'm willing to learn from this thread. :)
Hopefully, somebody who knows about them will post something soon.

Are they suppose to turn at different speeds, based on the selected gear?

I would have thought they were on the "input" side of the gearbox so they worked all the time once engaged.
On the "output" side you would have to let the clutch out giving drive unless selecting neutral in the transfer case.

Sort of gets a bit fiddly in a winching situation, would not want to be in neutral if the rope broke or whatever!

The transfer case is put into neutral - can't see an difference between being in neutral with the transfer case engaged?

Once the transfer case is in neutral, you engage the PTO in either a forward or reverse direction, then you regulate the speed via the gear selected. Thats how its supposed to work, but right now I get the same output speed regardless of the gear selected. I am wondering if the PTO being upside down is actually engaging with say an idler gear of sorts - totally don't know, only guessing.

Ah so winching in in a forward gear, winching out in reverse.
